Facebook beat Wall Street expectations on Wednesday with second-quarter earnings that saw the world?s largest social network increase its mobile advertising revenue to represent 41 percent of all ad?sales.

In the first quarter of this year, mobile ad revenue made up only 30 percent of Facebook?s ad revenue as the company continued to expand its mobile advertising business, amid signs that more people are using Facebook on smartphones and tablets than on desktop or laptop?computers.

Wall Street analysts were expecting Facebook on Wednesday to report earnings of 9 cents a share, or 14 cents a share after adjusting for one-time charges, on revenue of $1.62 billion, according to Thomson?Reuters.

Instead, Facebook reported earnings of 13 cents a share, or 19 cents a share after adjusting for one-time charges, on revenue of $1.81 billion. A year ago, Facebook saw revenue of $1.18?billion.

Facebook has also partnered with other companies on programs that deliver ads to individual users based on past purchases in retail stores, or to users who have also visited outside websites that may indicate they?re interested in particular?products.

?Based on our discussions with the advertising community, we believe these campaigns are exceeding advertisers? initial expectations,? UBS analyst Eric Sheridan wrote in a note to investors last?week.

Baird Research analyst Colin Sebastian agreed. After surveying Internet retailers and other e-commerce companies that advertise on the social network, he reported earlier this month that the companies ?are seeing improved performance on the site? and are increasing their budgets for advertising on?Facebook.

NFL free agency: Ryan Clady holds biggest contract, expectations among tackles

The Denver Broncos paid up to keep Ryan Clady protecting Peyton Manning. How does his deal look compared to those signed by other teams for elite offensive tackles?

It was a good offseason for offensive tackles, as the league continues to reward the big guys responsible for ensuring quarterbacks stay healthy. The thirst for tackles extended to the draft too. The first two names off the board selected at the 2013 NFL Draft were offensive tackles, as were three of the first four.

And that summer got better with a big deal for Ryan Clady on Sunday. The Broncos paid up to make sure Peyton Manning stays safe, immediately launching Clady to the top of the board for tackles. His was the biggest deal in a lucrative offseason for tackles, with the Giants and Colts ponying up to retain Will Beatty and Gosder Cherilus, and the Rams and Bears going out and getting Jake Long and Jermon Bushrod.

Here's a rundown of the biggest deals handed out to offensive tackles, to see how each team's deal stacks up against the one Denver gave to Clady, as well as why teams made their moves, and what they're expecting from their investments.

Ryan Clady, Denver Broncos

Five years, $57.5 million, $33 million guaranteed
Clady was the clear winner this offseason among offensive tackles. His deal comes out the to more than $10 million per season, with a hefty $33 million guaranteed. Clady earned it by keeping Peyton Manning clean last season. Manning was sacked just 21 times despite 583 pass attempts, giving him a better sack/attempt ratio than any other qualifying quarterback outside of brother Eli Manning.

Jake Long, St. Louis Rams

Four years, $34 million, $20 million guaranteed
Jake Long, a former No. 1 overall pick, could have topped this list if it was written this time last year. Unfortunately for him, his effectiveness has declined that last two seasons, both of which have ended on injured reserve. It is hard to argue with $8.5 million per season, however. Clearly, the Rams believe that Long can return to All-Pro form and be a massive asset to Sam Bradford.

William Beatty, New York Giants

Five years, $37.5 million, $19 million guaranteed
Eli Manning was sacked just 19 times in 536 pass attempts last season, thanks in large part to Beatty. He will be paid handsomely as a result, though not quite in Clady's stratosphere. Beatty is just 28 years old at the end of his rookie contract. If not for 14 missed regular season game over the course of 2010 and 2011, he could have garnered an even better deal.

Jermon Bushrod, Chicago Bears

Five years, $35.965 million, $16.715 million guaranteed
Bushrod was signed away from the cap-strapped New Orleans Saints to help a Bears offensive line in desperate need of help. The team will replace four starters from a unit that gave up 44 sacks last season, more than all but seven team in the league. Bushrod has a chance to make an immediate impact, and could make his third straight Pro Bowl if the Bears shown any signs of improvement.

Gosder Cherilus, Indianapolis Colts

Five years, $34.5 million, $15.5 million guaranteed
Cherilus graded out as the second best right tackle in the NFL last season, according to Pro Football Focus. He should be significant upgrade to an offensive line that couldn't really protect Andrew Luck or provide much of push for the running game. Also a bonus for the Colts: Cherilus has started 71 of a possible 75 games in his five-year career, according to Stampede Blue.

Sam Baker, Atlanta Falcons

Six years, $40.85 million, $14.25 million guaranteed
Baker finally turned the corner in 2012. A first-round draft pick in 2008 out of USC, Baker had to miss time due to three back surgeries, and sometimes played ineffectively when healthy, losing his starting spot during the 2011 season to Will Svitek in 2011. But this past year, Baker was healthy and played like a franchise tackle, with Atlanta only allowing 28 sacks -- seventh fewest in the league.

Phil Loadholt, Minnesota Vikings

Four years, $25 million, $7 million guaranteed
Blocking for Adrian Peterson is kind of important, and the Vikings realized that. With left tackle Matt Kalil signed through 2016 last offseason, the Vikes backed up the Brinks truck (to use the phrase The Daily Norseman used) by making Loadholt the third-highest-paid right tackle in the NFL. Loadholt's been remarkably consistent for Minnesota, starting at right tackle in 66 of the 67 regular season and postseason games the team has played since drafting him in the second round in 2009.

Andre Smith,Cincinnati Bengals

Three years, $18.1 million, $5 million guaranteed
The sixth overall pick in 2009, Smith's time in Cincinnati has been rocky, and so was his negotiation. He never really showed out in his first two years, but finally won the starting right tackle job in 2011. And in 2012 -- his contract year -- he was a revelation, with Pro Football Focus grading him as the top right tackle in the league. But the Bengals were left wondering whether a player with a history of weight and motivational issues was worth the money, leading to negotiations that was prolonged and kinda ugly, as Cincy Jungle wrote. But Smith is back, and has a chance to continue on his work from last year and prove why he was so highly touted out of Alabama.

Sebastian Vollmer, New England Patriots

Four years, $16.75 million, $8.25 million guaranteed
By paying Vollmer a pretty reasonable amount, the Pats continue their trend of being loyal to their linemen. They'll bring back all five of their starting offensive linemen in 2013 from a unit that allowed the sixth-fewest sacks in the league despite attempting the fourth-most passes.Vollmer had arthroscopic knee surgery in the offseason, but he's expected to be good to go, and the savvy and elite Patriots continue their habit of being savvy and elite.

KU Cancer Center increases use of stem cell to treat older patients

Staff Kansas City Business Journal

The University of Kansas Cancer Center increasingly is using stem cell transplants on patients once thought too old for the cutting-edge treatment, The Lawrence Journal-World reports.

The center?s Blood and Marrow Transplant program now uses stem-cell transplants to treat patients in their 60s, 70s and 80s with conditions like acute myeloid leukemia, the report says. The center is on track to perform about 300 transplants this year, compared with fewer than 50 in 2006.

The KU Cancer Center received National Cancer Institute designation a year ago. Director Dr. Roy Jensen told the Kansas City Business Journal in a recent interview that his sights now are set on boosting the center?s status to that of a comprehensive cancer center.

NFL News Flash: Pouncey Twins Wear ?Free Hernandez? Hats to Bar

From The Comcast Sports Network

www.CSNNE.com

As Aaron Hernandez moves through the deliberate legal system, one might have thought news around his case would cease for the time being.

Apparently not.

On Sunday, a picture surfaced on Deadspin displaying two men that resemble Steelers center Maurkice Pouncey and Dolphins center Mike Pouncey donning ?Free Hernandez? hats. It was later confirmed, by a league source, that the men in the photo were indeed the pair of NFL centers.

The Pouncey twins were both teammates of Hernandez at the University of Florida and won a BCS National Championship in their time at the school with the tight end. But their ties might go even further than that.

As Massachusetts authorities dug around for information regarding Hernandez, they came upon an unsolved 2007 shooting in Gainesville in which the then 17-year-old may have been involved. Well, both Mike and Maurkice?s names have surfaced in that investigation as as well, as a source told police there that the Pouncey twins had been with Hernandez (and Reggie Nelson) in a Gainesville nightclub on the night of the shooting.

So, it probably was not wisest choice for the Pouncey brothers to so flagrantly show their support for Hernandez at this time.

For now, though, it can?t be assumed that this was anything more than a silly decision on the part of two young, talented football players.

Motor racing-Sauber to fast-track Russian teenager into F1

(Adds detail)

By Alan Baldwin

LONDON, July 15 (Reuters) - Russian teenager Sergey Sirotkin could become Formula One's youngest ever driver next season as part of a financial lifeline keeping the Swiss Sauber team in the sport.

Cash-strapped Sauber announced on Monday a partnership with three Russian entities, including the National Institute of Aviation Technologies which is headed by the 17-year-old driver's father Oleg.

The other two are the Investment Cooperation International Fund and the State Fund of Development of the North-West Russian Federation.

Sauber said in a statement that a development programme would be set up for Sirotkin "to prepare him as a racing driver for the team in 2014".

If that plan comes to fruition - and it depends on the granting of a super-licence and him being deemed ready to take the step - Sirotkin would be far younger than Spaniard Jaime Alguersuari was when he made his race debut in 2009 aged 19 years and 125 days.

The teenager, who turns 18 in August, is currently competing in the Formula Renault 3.5 series.

Sauber said the partnership would also include "activities for the promotion of the inaugural Formula One Grand Prix in Sochi in 2014 and attracting the talented young Russian generation towards motorsport.

"This extensive co-operation will showcase Russian innovation at the pinnacle of motorsport. At the same time, the Sauber F1 Team will have a solid foundation to increase its competitiveness on a long-term basis," it added.

Sauber's current race drivers are experienced German Nico Hulkenberg, who is expected to move on, and Mexican Esteban Gutierrez, whose path has been smoothed by the backing of important Mexican sponsors.

FINANCIAL HOLE

The Swiss-based team - once owned by BMW - have been seeking a new partner to get them out of a financial hole, with founder Peter Sauber recognising delays in paying some suppliers.

"The situation is serious. It is one of the most difficult situations since I've been in motorsport," he told Blick newspaper at the weekend.

Sauber, who also have a Russian connection through a partnership with Premier League soccer club Chelsea owned by billionaire Roman Abramovich, said details of the new deal would be revealed at a later stage.

Formula One has wooed Russia for more than a decade with limited success although the country's involvement is now growing steadily.

Minardi, the defunct team that is now Toro Rosso, trumpeted a deal with Gazprom back in 2002 and carried the gas giant's branding on their cars for a while, but there was little evidence of any money actually coming through to the perennial tail-enders.

Vitaly Petrov became the first Russian F1 driver with Renault in 2010 and brought some personal backing to that team and then Caterham, who now employ his ex-manager as their commercial director.

Ferrari have Moscow-based internet security provider Kaspersky Lab as an official sponsor while the most high profile Russian involvement so far was the takeover by sportscar maker Marussia of the British-based Virgin Racing team.

Marussia, who have the smallest budget of any team, have attracted several Russian sponsors but have yet to score a point and are also fighting for funding. (Reporting by Alan Baldwin; Editing by Toby Davis)

Verizon 4G LTE USB Modem UML295

It's been well over two years since we've seen a new USB modem?on Verizon. I still use the Pantech UML290?all the time, but at this point, it's getting pretty dated. The modem itself is big and chunky, and you need to use Verizon's cumbersome VZ Access Manager software whenever you plug it in. Luckily, Pantech has finally given us a new cellular modem that does away with these issues. The $19.99 Verizon 4G LTE USB Modem UML295 is a sleek little device that works without any connection software?simply plug it into your PC or Mac, pull up a Verizon Web page, and you're good to go. While Verizon may no longer have the fastest LTE network in the nation, it does have the widest coverage, and the UML295 is your best bet if you're looking to tap into it on-the-go. It's our new Editors' Choice for USB modems on Verizon.

Design, Plans, and Network
Pantech has achieved the best of both worlds in design this time around. The UML295 is mercifully smaller than its predecessor, at 3.14 by 1.22 by 0.48 inches (HWD) and 1.25 ounces, and doesn't require you to swivel out the front part in order to expose the USB connector. But the connector is still built on a hinge, which allows you to pivot the modem 90 degrees in any direction, which is helpful when you're working with limited space on the back of a laptop.

The modem itself is a sleek, shiny black plastic dongle, with a Verizon-red light on top that illuminates whenever you plug it in. There's a status light on the front of the modem, which you can really only see if you have the modem splayed out and facing you. The front cover pops off so you can access the SIM card slot underneath, and on the back of the modem are two external antenna adapter ports.

Whereas Verizon's previous cellular modems have required you to use the archaic VZ Access Manager software in order to achieve a connection, the UML295 is truly plug-and-play. Simply plug it in to any Type A USB port, send your connected PC or Mac to mbb.vzw.com, and you're good to go. This is how cellular modems should've worked all along.

Verizon 4G LTE USB Modem UML295 inline

It costs $20 per month just to use the UML295?you'll need to choose a data plan on top of that. You can start at 4GB for $30 per month, and it gets slightly cheaper the further up you go (10GB costs $60 per month, for instance). That's a little less expensive that data cost when the UML290 came out, but you still can't use the UML295 to replace your current home Internet connection. After all, you can blow through over 10GB in a single Arrested Development marathon on Netflix.

According to our tests for the Fastest Mobile Networks, Verizon no longer leads the nation in 4G LTE speeds?that would be AT&T. But no other carrier can match Verizon for LTE coverage. Just last month, the carrier announced that its nationwide LTE rollout is "substantially complete," with coverage for over 95 percent?of the U.S. population. That means that no matter where you go, you'll probably have access to LTE, even if those speeds are only the second fastest.

The UML295 is backward-compatible with Verizon's 3G network, so you'll have no problem pulling in a 3G signal when you're not in an LTE coverage area. It can also be used for Internet access in many other parts of the world?the UML295 can access wireless data service in more than 205 countries, including more than 125 that support 3G speeds. It also supports quad-band EDGE and HSPA when LTE isn't available. Just make sure your company is paying first before you agree to those pricey roaming agreements.

Performance and Conclusions
We tested the UML295 in New York City on a hazy day, head-to-head against the two and-a-half year old UML290 at 9 different locations. We transferred files over FTP, downloaded Web pages using curl, and ran the speed tester at?speedtest.net. The results were positive all around.

Overall, the two modems performed nearly identically. I never saw speeds higher than 9Mbps down or 2.25Mbps up, and average results were closer to half those numbers. But neither modem showed a significant advantage for pulling in a stronger signal in an area with limited access, like the underground food court at Grand Central Station.

That means that if you still have a UML290, and you can deal with Verizon's pesky software, there's no need to upgrade to the UML295. But if you're looking to get a USB modem on Verizon for the first time, the UML295 will help tap into those 4G LTE speeds in the simplest way possible.

So if you're buying your first USB modem, the choice is simple: Get the UML295. It's the easiest way to stay covered with LTE across the nation. You're not saving money by buying an older modem, and the UML290, as well as the 551L?are not nearly as easy to use. You can get much less expensive data rates, and avoid a contract, with carriers like Virgin Mobile, but you'll be buying into much slower speeds and far less coverage. For all of those reason, the?UML295 is our new Editors' Choice for USB modems on Verizon.

Will GOP's abortion battles backfire?

By Michael O'Brien, Political Reporter, NBC News

?

Republicans may be tirelessly working to rebrand their party since losing last year?s race for the White House, but a recent slew of state initiatives to restrict access to abortion isn't doing this effort any favors ? and may only widen the party's so-called "gender gap" in attracting women voters.

Indeed, while conservatives celebrate Texas' early-morning passage of a high-profile bill that bans most abortions after 20 weeks of pregnancy and places new requirements on which facilities can perform the procedure, liberals are once again railing against the party for its so-called "war on women."

Yet despite the risk of alienating female voters, the campaigns have undoubtedly energized conservatives, particularly opponents of abortion rights who compose a cornerstone of the Republican base. And conservatives argue that polling suggests that most Americans ? including most women ? favor limiting late-term abortions.

Despite Wendy Davis' dramatic filibuster delaying Texas' abortion bill, the Republican-dominated Texas legislature is expected to support the measure which would ban most abortions for women more than 20 weeks pregnant. Just this year, 17 states passed new measures impacting abortion. NBC's Kate Snow reports.

?Rhetorically, this can be really hard,? said Liz Mair, a Republican strategist. For the efforts to work to their benefit, party leaders need to "figure out what [they're] going to say, and test it out in advance," she said, "and not by talking to committed pro-lifers.?

The wider movement, reignited in part by the murder conviction of Philadelphia abortion provider Kermit Gosnell, has found Republicans on Capitol Hill and across the country looking to follow Texas' path in restricting access after 20 weeks.

?I think [the push] in fact helps, because one of the reasons Republicans haven't done well in the past few cycles is because the base hasn't turned out and been energized,? said Sarah Huckabee Sanders, an Arkansas-based Republican strategist.?

The challenge of wooing women voters

Conservative enthusiasm aside, the movement comes in the face of a real, proven struggle for the GOP to attract women voters. For as much hand-wringing consultants did after the 2012 election about Republicans? deficit among Hispanic voters, the party?s struggles with women were nearly as damaging. President Barack Obama beat rival Mitt Romney by 11 points among women voters, who made up 53 percent of the electorate, according to national exit polls.

Democrats drove that wedge in part by successfully seizing upon examples ? a bill in Virginia to require transvaginal ultrasounds before an abortion, or Missouri Rep. Todd Akin?s comments about ?legitimate rape? ? of Republicans seeming hopelessly out-of-touch with women.

The experience prompted Republicans to vow to speak more softly on social issues and promote women within the party. House Majority Leader Eric Cantor, R-Va., crafted a series of legislative proposals that seemed poll-tested to appeal to suburban soccer moms.

But some House conservatives balked at Cantor?s measures, forcing the No. 2 Republican to shelve some of his initiatives. And the talk about a softer tone toward social issues gave way to the new abortion restrictions in some states ? North Carolina, Ohio, Wisconsin and Texas ? and in Congress, where the House passed a law to effectively ban most abortions after 20 weeks of gestation. (There are rumblings that Florida Sen. Marco Rubio may champion a similar measure in the Senate.)

Senator Wendy Davis (D-TX) speaks at a women's rights rally before a Special Session of the Texas Legislature, telling the crowd, "I don't regret for one minute my decisions about my daughters, my education, or my direction in life ... and that's what we are fighting for now."

Three of the states that have passed new abortion measures were swing states that were heavily contested in the 2012 presidential election. And the fourth state, Texas, has attracted widespread attention for the actions of state Democratic Sen. Wendy Davis to initially block the Lone Star state?s proposal.

The attention these battles have generated has made Democrats downright giddy.

?These are like layups on a five-foot rim,? said Brad Woodhouse, the president of the liberal advocacy group Americans United for Change. ?I think the way that they?re conducting themselves gives me more hope for the immediate political consequences than I?d had they followed through on what they said they?d do after the election.?

Can the GOP change its face?

The prevailing fear among some Republicans is that these measures make the GOP seem unduly focused on abortion. And moreover, the party has too often relied on old, white men as their messengers in these fights.

Huckabee Sanders, the Republican strategist who favors the legislation passed by the varying states, warned against letting ?old, white guys? become the face of the abortion argument.

?I think that people like me and my peers need to be more aggressive about getting out there and talking about the issues,? she said.

And conservatives also argue that concerns about their legislation closing most abortion clinics are largely overstated anyway.

It?s also important to note that these fights are playing out early in 2013; Akin and Mourdock?s impolitic comments came at the height of a presidential election season, when even the most benign remark can be instantaneously amplified into a national controversy.

?We know midterms are different than presidential elections. So there may be a strategy related to this based on what voters they think might turn out in the midterm,? Woodhouse conceded. That?s not to mention that many of the Senate seats Democrats must defend in 2014 fall on more reliably Republican turf, and House seats have largely been drawn to protect GOP incumbents.

But, he added: ?If they weren?t already shrinking at a party based on where they were on immigration and other issues, they?re certainly not doing any favors.?

Obama Radio Address: Immigration Reform Would 'Boost' Recovery'

For the third time in just over a month, President Obama used his weekly radio address on Saturday to push for immigration reform.

This time, Obama focused on reform's economic impacts, saying it would "provide a big boost to our recovery."

On Wednesday, the White House released a 34-page report promoting the economic benefits of comprehensive reform. Last month, the nonpartisan Congressional Budget Office reported that the Senate's plan would boost the economy and lower the deficit, upping GDP by 3.3 percent within 10 years and lowering deficits by $197 billion. Republicans who voted against the Senate bill have pointed to a drop in average wages detailed in the same CBO report.

The Senate passed its immigration bill, which includes a pathway to citizenship for undocumented immigrants, by a 68 to 32 margin June 27.

Prospects for that bill appear dim in the House, where Republicans remain opposed to the Senate's plan, and where House Speaker John Boehner has declined to bring it to the floor for a vote. On Wednesday, House Republicans met to discuss immigration, and after their meeting GOP leaders voiced opposition to a comprehensive bill, preferring a "step-by-step" series of bills on border security and the immigration system.

Nevertheless, Obama argued for changes in the country's immigration policies.

"Immigration reform would make it easier for highly-skilled immigrants and those who study at our colleges and universities to start businesses and create jobs right here in America. Foreign companies would be more likely to invest here. The demand for goods and services would go up - creating more jobs for American workers. Every worker and business would be required to pay their fair share in taxes, reducing our deficit by nearly $850 billion over the next two decades," Obama said in his radio address.

The president also called out his predecessor, president George W. Bush, who spoke briefly in favor of immigration reform on Wednesday during a swearing-in ceremony for newly naturalized citizens at his presidential library in Dallas. In 2007 Bush pressed Congress to pass a comprehensive reform bill, including a pathway to citizenship.

"I think he gave a very good speech this past week expressing his hope that a bipartisan, comprehensive bill can become law," Obama said. "If Democrats and Republicans-including President Bush and I-can agree on something, that's a pretty good place to start."

All three Texoma area teams won their baseball games on Thursday to advance in the 2013 OK Kids Midget State Championship.

The Durant Rangers took a 10-0 decision over the Dale Pirates in a likely early look at some 2020 Class 2A state baseball finalists. The Rangers lineup is heavy with Silo-area boys.

The Rangers scored six runs in the first inning to set the tone and added two in the second and two in the third to complete a four-inning run-rule shut-out. Brady Nichols pitched all four innings and collected all 12 outs on Ks, allowing just one hit.

Connor Roberts had a two-RBI single, Kyle Hughes had a base knock to score courtesy runner Jayton White, and Noah Morrison collected an RBI. Darrin Brown had an RBI single good for two more in the first.

Willy Sandler took a solo shot over the 220 sign and Hughes added another RBI base hit in the second for the 8-0 lead. Sandler and Cade Buchanan had RBIs in the third.

The Durant Rangers will be off Friday to await the winner of semifinal games. The championship game is set for 6 p.m. Saturday, but if the Rangers lose that game a tie-breaker will be played immediately thereafter.

In the earlier Thursday games, Texoma Lookouts eliminated Morrison Wildcats 6-5 in 9 innings, and Kingston Outlaws sent home the Dale MudCats 13-4 to set up an all-Texoma quarterfinal between the Lookouts and Outlaws at 6 p.m. today.

The winner will play the Dale Pirates at 8 p.m. for the right to play in the Saturday championship against Durant Rangers.

Morrison had the bases loaded with nobody out in the seventh and eighth innings against Texoma. But Trevor Dan Dailey was able to pitch out of these spots.

The difference came in the Texoma ninth when Hunter Savage banged a single and Trace Stewart?s grounder up the middle got away, allowing Savage to score the walk-off game winner.

Kingston was a little more decisive against the Dale MudCats, spotting a 4-2 lead before putting up 11 runs in the final three innings.

Rylee Holmes collected seven Ks in relief of starter Jacob Lawless. Hunter Horath closed the game on the mound for the Outlaws.

Collin McMahan had a solo blast over the scoreboard in the second inning to give Dale their largest lead at 4-1. Horath got one back with an RBI knock to score Christian McGowan.

But it was the four-run third which turned the tide in favor of Kingston. Lawless collected an RBI and came around to score, tying the game 4-4. McGowan?s sac fly scored Conner Brister and Tyler Adams reached base and managed to steal his way home.

The Outlaws held an 8-4 lead in the fourth when Brister unleashed a two-run bomb to pad the lead. The fifth inning saw more Kingston offense, with Jake Idleman?s two-RBI double followed by a solo home run for Lawless.

The 12-and-under league state championship is being held at the Durant Multi-Sports Complex. Admission to today?s games (at 6 and 8 p.m.) and Saturday?s 6 p.m. final is $5 per day.

Note: In Wednesday games, Bryce Crawford had 13 strikeouts.

Spread of DNA databases sparks ethical concerns

(AP) ? You can ditch your computer and leave your cellphone at home, but you can't escape your DNA.

It belongs uniquely to you ? and, increasingly, to the authorities.

Countries around the world are collecting genetic material from millions of citizens in the name of fighting crime and terrorism ? and, according to critics, heading into uncharted ethical terrain.

Leaders include the United States ? where the Supreme Court recently backed the collection of DNA swabs from suspects on arrest ? and Britain, where police held samples of almost 7 million people, more than 10 percent of the population, until a court-ordered about-face saw the incineration of a chunk of the database. The expanding trove of DNA in official hands has alarmed privacy campaigners, and some scientists. Recent leaks about U.S. surveillance programs by former NSA systems analyst Edward Snowden have made people realize their online information and electronic communications may not be as secure as they thought. Could the same be true of the information we hold within our genes? DNA samples that can help solve robberies and murders could also, in theory, be used to track down our relatives, scan us for susceptibility to disease, or monitor our movements.

Earlier this year Yaniv Erlich, who runs a lab at MIT's Whitehead Institute for Biomedical Research, published a paper in the journal Science describing how he was able to identify individuals, and their families, from anonymous DNA data in a research project. All it took was a computer algorithm, a genetic genealogy website and searches of publicly available Internet records.

"It was a very weird feeling ? a 'wow' feeling," Erlich told The Associated Press. "I had to take a walk outside just to think about this process."

Erlich says DNA databases have enormous positive power, both for fighting crime and in scientific research. But, he said, "our work shows there are privacy limitations."

Few would disagree about the power of DNA to catch criminals ? and to clear the innocent. Hundreds of wrongly convicted people around the world have been freed thanks to DNA tests. A recent AP investigation found that at least 24 men in the United States convicted of or charged with murder or rape based on bite marks on the flesh of victims have been exonerated since 2000, thanks to DNA evidence.

Ethical qualms have done little to stop the growth of genetic databases around the world.

The international police agency Interpol listed 54 nations with national police DNA databases in 2009, including Australia, Canada, France, Germany and China. Brazil and India have since announced plans to join the club, and the United Arab Emirates intends to build the world's first database of an entire national population.

The biggest database is in the United States ? the FBI's Combined DNA Index System, or CODIS, which holds information on more than 11 million people suspected of or convicted of crimes.

It is set to grow following a May Supreme Court ruling that upheld the right of police forces to take DNA swabs without a warrant from people who are arrested, not just those who are convicted. (Policies on DNA collection vary by state; more than half of the states and the federal government currently take DNA swabs after arrests.)

The court's justices were divided about implications for individuals' rights. Justice Anthony Kennedy, for the five-judge majority, called the taking of DNA a legitimate and reasonable police booking procedure akin to fingerprinting.

But dissenting Justice Antonin Scalia argued that it marked a major change in police powers. "Because of today's decision, your DNA can be taken and entered into a national database if you are ever arrested, rightly or wrongly, and for whatever reason," he said.

A similar note of caution has been struck by Alec Jeffreys, the British geneticist whose 1984 discovery of DNA fingerprinting revolutionized criminal investigations. He has warned that "mission creep" could see authorities use DNA to accumulate information on people's racial origins, medical history and psychological profile.

Erlich agreed that scenario was possible, if not likely.

"If it's not regulated and the police can do whatever they want ... they can use your DNA to infer things about your health, your ancestry, whether your kids are your kids," he said.

Police forces have already tracked down criminals through the DNA of their innocent relatives, a practice that is both a goldmine for investigators and, according to skeptics, an ethical minefield. Charles Tumosa, a clinical assistant professor in forensic studies at the University of Baltimore who is wary of the potential for genetic surveillance, says relatives of suspects could be identified through DNA and leaned on for information about their family members.

"There's got to be a debate," said Tumosa. "Nobody has talked this out.

"At what point do you say, enough is enough? Do we want to have a society where 5 percent of the crime is unsolved, or do we want to have a society where 100 percent of the crime is solved" but privacy is compromised. "What's the trade-off?"

And yet familial DNA searches have helped solve terrible crimes. In Kansas in 2005, police identified Dennis Rader as a serial killer known as "BTK" through his daughter's DNA obtained, without her knowledge, from a pap smear in her medical records.

Investigators in Massachusetts say advances in DNA technology may finally establish beyond doubt the perpetrator of the 1960s Boston Strangler slayings. They plan to exhume the body of longtime suspect Albert DeSalvo ? who confessed to the crimes but was never convicted ? after DNA from one of the crime scenes produced a familial match with him.

Both supporters and critics of DNA databases point to Britain, where until recently, police could take the DNA of anyone 10 or older arrested for even the most minor offense ? and keep it forever, even if the suspect was later acquitted or released without charge.

Police say the database has helped solve thousands of crimes, including murders and rapes. On the other side of the coin are hundreds of thousands of innocent people, including children, who feel shamed and tainted by inclusion on a database of criminal suspects ? a status some legal experts say undermines the presumption of innocence.

"A lot of British people were very shocked to find themselves or their children ending up on the database for minor alleged offenses such as throwing a snowball at a car," said Helen Wallace, director of the privacy group GeneWatch, which campaigns for restrictions on collection of DNA and other personal information.

After a long legal battle ? waged in part by a youth who was arrested at 11 on suspicion of attempted robbery and had his DNA retained despite being acquitted ? the European Court of Human Rights ruled in 2008 that Britain's "blanket and indiscriminate" storage of DNA violated the right to a private life.

The U.K. was forced to trim its huge database. Under a law passed last year known as the Protection of Freedoms Act, the government is destroying the DNA profiles ? strings of numbers derived from DNA samples that are used to identify individuals ? of a million people who were arrested for minor offenses but not convicted. People acquitted of serious crimes have their DNA profiles kept for up to five years.

Britain also has incinerated more than 6 million physical DNA samples ? mostly swabs of saliva ? taken from suspects. Samples, which could previously be kept indefinitely, must now be destroyed after six months.

Destroying the samples is seen as key to limiting DNA databases to crime-fighting rather than snooping, because it means stored DNA cannot be used to trace relatives or susceptibility to disease.

The U.K. government says the curbs have restored a sense of proportion to Britain's database, but some aspects of the country's genetic monitoring remain murky.

The U.K. DNA ethics watchdog has expressed concerns about a secret counterterrorism database, which, according to the Metropolitan Police Authority, contains "DNA obtained through searches, crime scenes and arrests in relation to counterterrorism" ? including samples from people stopped and questioned at ports and borders, even if they are not arrested.

The Home Office, which oversees police and the DNA database, said there was a "robust regulatory framework" for the counterterrorism database. But it would not disclose how large it is, who has access to it or whether the information is shared with other countries.

Some authorities on DNA say fears of genetic intrusion are misplaced.

Chris Asplen, a former assistant U.S. attorney who now heads the Global Alliance for Rapid DNA Testing, argues that DNA is not dramatically different from other information the authorities already hold about millions of people, such as fingerprints, social security numbers or automobile registrations.

But he does see avenues for abuse.

"There is an argument to be made that because that biological sample exists, the government could go back and do other things with it that are not authorized by the law," he said. "It's a constant tension between government and people, particularly when technology is applied."
